   3 Careful, first line matters.

   5 The purpose of this file is to control whether the Makefile compiles a
   6 devel or a release build.  If it doesn't exist, a release build is
   7 compiled.  Therefore upon release I don't have to edit any files to
   8 change development defaults, I can just exclude this file from the
   9 tarball.

  11 If you found this file in a release tarball, well, obviously somebody
  12 else messed up.
