Reverted change of the timeout priority of the pannable area

(hildon_pannable_area_check_move),
(hildon_pannable_area_button_release_cb),
(hildon_pannable_area_scroll_to): Reverted the priority change of
the timeout, in some situations, slow renderers, the click do not
make it to the mainloop on time.
